The new Aged Care Act 2024, which commenced on 1 November 2025, stipulates a framework for safety, health, well-being, and quality of life of aged care recipients. Among these changes is a risk-based approach to compliance and enforcement, with greater scrutiny of dignity, choice, and supported decision-making.
The Support at Home Program (SHP), offering higher levels of care, capped service prices, immediate funding for assistive technology and home modifications, will replace the existing programs HCPP and STRCP.

The Challenges
Essentially, the new aged care regulation changes will mean:
- All relevant staff across all sites and centres will need to be briefed on these changes and how they will affect them going forward.
- As not all aged care businesses have the same operating procedures, the new changes will mean different providers will need to customise their policies/ procedures to comply with the packages described by the new Act; and,
- All changes to existing policies and procedures, and other relevant compliance materials, need to be stored securely and sent out uniformly to all sites for acknowledgment and attestation by staff.
